To understand how universities work, it is critical to understand how their budgets work. Indeed, few things happen if they’re not included somehow in the budget. To enable this understanding, How University Budgets Work provides a concise explanation of university budgets -- why they’re important, how they are prepared, what information they provide, how they are monitored – in terms understandable to readers with no prior experience working with budgets. All major aspects of university budgets are covered, ranging from preparation of a budget, alignment with the strategic plan, implementation at the department level, monitoring expenditures, to end-of-year accounting. Technical jargon is translated into commonly used terms, and basic principles are interpreted in an academic context. Throughout, the book emphasizes practical matters and provides unique guidance for working with budgets: logical rationales, best practices, and useful advice.
Ultimately, the aim of How University Budgets Work is to provide a working knowledge of university budgets, how they are produced and implemented, that enables faculty members and administrators to become more effective in their roles within the university.

Smith has served in the higher administration of four major universities: the University of Wisconsin–Madison, Texas Tech University, the University of Alabama in Huntsville, and the University of Hawaii, where he is now professor emeritus.
